A person in a position of respect or even authority that acutally knows absolutely nothing, is illiterate, incapable of basic problem-solving, and just collects a salary.

Frat boys that drink their way through ivy league and graduate with the vocabulary of a 3rd grader, and go on to assume a position in municipal government. George Bush is a good example of a douchehack.

Such headwear most frequently manifests itself in form of snapback hat (extra points for mesh, extra extra points for camouflage, extra extra extra points for sports team logo with whom the wearer bears no real affiliation).
