These people are know as a BeBacker or BeBackers.

I had a bunch of BeBackers come in my store today, all claiming they would come back when they have money.

Belayin'

A slang term for the word "Belaying" when referred to belaying the rope in rock climbing.

Also used as a term for awesome, ridiculously cool; most commonly referred to as a way to highly compliment a person.

Wow, Logan is so good at belayin' that rope!" "Man! That's so belayin'!!

Belay On

Often used as a climbing term the phrase "Belay on" can also be used in regular conversation to let someone know they have YOUR permission to proceed on with whatever they are doing or about to do.

Roommate 1: "Dude I'm gonna go drop a duece, ok?

Roommate 2:"Belay on, Bro."

Or

Roommate 1: "Hey man I think I'll take out the trash tonight."

Roommate 2: "Belay on."
