Used when someone does/plans/talks about something a bit crazy. A lengthened version would be "What drug are you taking, to be high enough to do that". "What are you on" is usually followed up with "Do you want a list?" even if that person is not under the influence of drugs. N.B Used in Britain, less in America

Friend 1 : "I'm gonna jump off that cliff"
Friend 2 : "What are you on?"
Friend 1 : "Do you want a list?"

The translation of this is "describe the type of cannabis you are currently smoking". Term is used in North Minneapolis, where people predominantly smoke blunts with mid grade cannabis. Sometimes preceds an offer to trade up to a few grams.

meaning "what do you mean?"

it is a shortened version on "what are you going on about?" or "what are you talking about?"

usually used when someone is not making sense for extended periods of time or if you feel like you've missed something.

can be lengthened to show complete and utter confusion.
eg.

what, exactly, are you on about?
what the fuck are you on about, exactly?
what the fucking hell are you on about you fucking cock? how's about you learn to fucking speak english?
