On the Mission "Ashes to Ashes" after killing Adler, you met him in person for the first time, and for that, he gives you the Permission to Detonate the Nukes, Finishing the Campaign.

If anything, Perseus is a complicated individual. More often than not, he's probably gonna consider himself a Pessimist or an Atheist, but 'definitely not a Satanist.'
