Any person on a rental bike, rental scooter or rental electric bike, who blatantly ignores the rules of the road or major city rules and regulations.

Usually a tourist or suburbanite, renting the vehicle, who only resides or visits in the major city for a short period of time.

I cannot run on the bike path today, because the divvidiots are riding 3 wide in both directions.

The divvidiot was riding the electric scooter on the sidewalk in rush hour in Chicago.
