a devy is someone who is unable to contain their hormones, which leads to outbursts of inappropriate activity, speech & behaviour. usually, a devy is intermittently inappropriate/hormonic, however in some cases it can be for a very long period of time, spreading from hours to many months at a time.
a devy is also used to describe someone who acts very immaturely, and has a bad sense of humor.
