When you want to call someone a jit, but even that doesn't do them justice.

if you are A) acting a fool, super hyper and being crazy, B) Cursing like a sailor in an affectionate manner or C) Being randomly perverted in a way that makes really no sense then you are being Jit-tarded

jit weasel

An insult. One who craves the "jit" which would be slang for semen. The use of weasel in this case as a metaphoric description for behavior. Like the base word "jit" this expression could be relative to the Philadelphia area's definition of "jit."
