Its historically short for "Simpleton." Ironically, its now used by bandwagon-hopping Simpletons that regurgitate what some dumb ass rapper thought it meant at the time (because he wasn't too bright i.e. he was a simpleton).
Now, for some reason, it refers to a person who is overly desperate towards a certain woman. Probably because Simp rhymes with Pimp and the Simpleton who got this trend started needed a word that rhymed with a pimp that is the opposite of a pimp. Kinda funny and ironic when you think about it

S.I.M.P. stands for "Squirrels In My Pants," a song from the show Phineas and Ferb in 2008.
In the episode "Comet Kermillian," the song was improvised when Candace was struggling to get two squirrels out of her pants. Immediately before, Suzy Johnson had used a croquet mallet to shoot an acorn into her pants and the squirrels followed the acorn.
