Originated as as a prison term. For when serving food, instead of a heaping or decent spoonful, they shake the spoon before serving. Thus, serving less. Could be used in any situation where someone is being stingy with provisions.
I don't know why the boss has to subtract the 5 minutes I came in late and the 5 minutes I left early from my timecard. Tightwads like that always shake the spoon.
