It is an act of stealing petty goods from a gullible owner to sell it in pawn shops. The term is first used in a tamil movie, rendu (2006) when Vadivelu and Maddy steals from the Auto driver.

Definately a smear campaign tactic used by peeps who have fucked up by some other smear campaign tactic being used to create an illusion of upper class status

Karma drove past saw the ppl who stole her money and made sure that the kleptos (definition of: any papers dusty drapers ) had no shoes no money nothing when they had to face the music and talk to the person they stole the money from the previous day.
