(even if the phrase is German, it is not meant in any to offend Germany, the German language or culture, or pigs being raised on German farms):

1) immoral or amoral people in general

2) (if you are German): used to insult other Germans who IYHO who are not, or don't seem to be, German patriots.

The Canadian province of Ontario knew what it was doing when it banned smoking in cars where minors are present, and labeled people engaging in such behavior as debauched a deutsche schwein.
