It is a play on words: "out of arguments" and "lack of pulse".

It originated during the Twomad's death drama on Twitter as a niche phrase to defend Twomad from the sudden accusations after his death.
Everyone attacks Twomad because he's out of pulse.

Sometimes if a couple make out a lot, its like there trying to swallow each other alive lol, it can go on and on and on without stopping. it also includes gripping on to each other and can led to other things if you know what i mean
