All the Populations that live in a Place and interact with each other in various ways is called Community.
Active in the community and originally from the community are two different things. Not everybody active in a community holds anything sacred there.
She thought of the community and the people there as something to walk all over, or overrun, but she wasn't going to tell any of them that directly.
