a term used to insult someone with shit hygeine,bad grooming ,long grotty hair or who wears shabby clothinghippy.often used as a humourous comment more so than an actual insult,or when insulting a person who is actually considerably middle class yuppie just to piss them off.

angry kid:damn,boay!you smell of neglect!go get yourself a . haircut and some real shoes.

shabby kid:be nice!

or

rich kid:my parents just got me a whole entertainment center!

angry kid:ewwww!smell of neglect off you!

rich kid:huh?what the fuck!!!be nice!
