Whatever the hell the speaker wishes. This is a term used for every and any occasion. It means nothing and everything in the form of two simple words.
As a general rule, the speaker must state a disclaimer before using this phrase that they do not know what the phrase means so they apologize for any offense taken.

Person 2: Yeah, that's fine, go ahead.
