If someone is full of beans, then what they are saying is nonsense. It is used in polite conversation when you don't want to say 'full of shit'

John says he went on a date with X_____supermodel. I don't believe him. I think he is full of beans.

Cool beans is a term in which:
1) someones amazement is shown.
2) you can't be bothered to think of suitble adectives, so you say "cool beans" as a replacement.
3) the person shows taste in vocabulary.
4) you show that you, yourself, are cool.

Rupert: I just sold my car, quick quick!
You: wow! cool beans!

Jim: I grated a carrot today and cut my finger
You: *sigh* cool beans

Kevin: Do you know what "antidisestablishmentarianism" means!?
You: I "cool beans" to you, sir.

You: COOL BEANS!
Crowd: *shock and awe*
