1. A genre of movie that may seek (or in some cases pretend) to educate it's viewers while playing on sensationalist themes or attempting to create controversy. IE: Reefer Madness, Assassin of Youth, The Violent Years.

2. A film that attempts to be educational, but is instead exploitative. Sometimes intentional.
