They were bullies throughout their lives and have a deep sense of entitlement, above the average for most people. Abject failures in life who take up positions of authority, and flaunt it for themselves. Police Officers, Some military or para-military connections, Scary, Suspicious, Racist, Bigoted, Hateful Trolls of Human Beings, all fit this definition.

I got pulled over by a Flunky Punk last night for walking across the street. J-Walking, that is. The cop used aggressive force when asking for I.D., gun's drawn, et cetera.
