Slang - used when someone is much too excited given the situation at hand, or used personally when one is in total disbelief. Originally coined by a student at Western Heights Middle School in Hagerstown, MD, in the mid-90's, this phrase was used to describe an excitable neighbor of one the students that loved to wear San Fransisco 49ers zebra pants - this neighbor seemed to always be getting very worked up and excited, and the phrase, "He's creamin' his niners (pants)" was born. Usable today in almost any situation.
