They usually have some wealth, (not acquired) but definitely live in the suburbs. If they live in the city the meat pumpers flock to very touristy/douchey areas. In the winter you can detect a Meat Pumper by smell. (Drakkar Noir, Axe Body Spray, Old Spice products, etc)

Wow look at these meat pumpers...they look like they not only got their wardrobes from Sears in Greece...they also smell like they sampled everything at the fragrance counter as well! Pee yew!

The act of raising somebody's hopes with an erroneous claim that makes the speaker look foolish. This claim is made with good intentions but is so faulty that it utterly fails to affect the general mood positively. In many cases the result of pumping somebody's grundle is negative.
