Oreo refers to a black person who acts like a gangsta and/or act like they live in the hood and/or use a bunch of slang nobody understands. So, basically, they act like a cool black kid. But they might appear black on the outside, but they are really more like a white person in the inside (Get it? Like an oreo).

Billy: To wassup dawg?!
Jack: (*sighs*) hey Billy. How's it going?
Billy: I went to KFC yesterday and ate some red hot spicy chicken wings in da hood.
Jack: You're such an Oreo Billy.....
