The failure to perform a task based not on a lack of skill but a lack of willpower or courage or possibly due to overwhelming fear. Usually this happens at the last moment possible and without any sort of alternative plausible excuse.

John was going to ask that hot girl out but he bitched out at the last second and walked away awkwardly.

A sarcastic bitch is anyone who uses extreme sarcasm in a bitchy manor. A sarcastic bitch will scoff at any remark or request you make if they deem it inferior to their superior level of intelligence. Their retort will be oozing with sarcasm so much so that you may feel dirty afterward and it will be sure to belittle you to the point of possible self harm. Sarcastic bitches are somewhat rare. However if you do come across one, buckle up, because it is going to be an adventure filled with bitchy sarcasm.
