Origin
The allusion is to someone who would be prepared to stand up and fight on your side if called on, i.e. one who, in the words of the earlier (late 19th century) phrase, would 'stand up and be counted'.
The phrase is American. The earliest citation is in the Pennsylvania newspaper The Charleroi Mail, April 1935:

Get the Wake-up Bombmug. Said to someone who fails to comprehend his or her own present situation. Often perceived as a misinterpretation of past events or activities. It is advisable to remind the person in question (if you appear to be in verbally discernible range), of his or her mistake to avoid any forthcoming embarassments on his or her part.
