It is a slang word that is commonly used in the Caribbean, mostly in the island of Trinidad and Tobago.
The slang word Jocking means masturbating or jerking off

so if a guy is locked up in the toilet for to long and someone is waiting to use you ask if they are jocking or if you caught someone masturbating and you are going back to tell your friends you will say "I caught my friend jocking just now"
