a jersey scummer is a breed of people that usually originate from the new jersey area. they are characterized by an oversized fitted hat on top of dreadlocked hair and oversized skate shoes. they usually sell dirty rolls and can be easily spotted at jam festivals and other such events. its easy to tell them apart from the regular hippies because unlike them, the jersey scummer is not a nice person, they feel they are better than others and they get very mad when one does not want to purchase their dirty rolls. they usually do not go to concerts to see the bands, only to sell drugs.
