Because giraffes are tall, when they pee, the stream comes down from a great height. Therefore, when someone is under the influence of alcohol, drugs, or other psychotropic substances, they can be said to be hagp.

Example: I was on the phone with my friend and I asked him to help me find my phone because I was hagp.

Hagpa 

A word with no real meaning, but used by two (or more) people in order to intimidate another person (or people) by making them feel less smart, due to the fact that they do not even know the word.

Person 1: omg that was so hagpa of them!
Person 2: i know! What do you think *insert name*?
Person 3: oh... Umm... I.. I don't know?
