a fine chap with fiery hair, who looks exeptionally brilliant in specs, and who also incites the urge to greet him by saying "'Ello Govn'r!"
can also be used as a substantive for pretty much any word in the english language.

Upon seeing that fiery head of Chalberg's bobbing down the sidewalk I immediatley called out "Ello Govn'r!"
