Big enterprises are dominated by all kinds of clerks around. Especially, if one tries to change something or even to innovate, "clerks" stick to their procedures, programmes, rules, processes, and methods. In this this sense, clerks are the enemies of change and innovation. This whole picture is expressed be "clerkicalism", the "empire of clerks".
The biggest issue of innovation in a large organization is clerkicalism.
