A culture which originally was scientific and progressive but degraded itself to turn out a bottleneck without any real purpose or significance.

Indian culture in the 17th century was scientific and sophisticated, however the people were incapable to progress and it eventually became a "bottleneck culture".

Certain people are habituated to being stuck like a record.
