An opinion that does not reflect the majority view but is spoken as though it does by its proponents. Opposite of silent majority.
Congressional Republicans may not have anything to offer on health care reform but they did a nice job of getting the loudest common denominator to town meetings to shout down Democrats who supported Obama's plan.
