A "Dock Hoarder" is a term for the game Rust, referring to people who own multiple tugboats, submarines, and regular rhibs and keep them at the fishing village.

Naked 1: Man, I've been trying to get a tugboat all day but the Dock Hoarders have them.
Naked 2: Man I fucking hate Dock Hoarders.
