Military term used to describe any man able to walk. If you were walking your dick was swinging hence the correlation. Particularly remembered from the American/Vietnam conflict.

Strap

Rifle/machine gun that has a carry strap.

As in 'Gran Torino' where the gang member says "...let's get out of here... we've got the strap."
