to fall into line behind another(like a cow) because you are afraid to speak your own mind or go your own way.
Emily is not going to cowtell to Scott just because he cuts hair like sushi chef and looks like Sting. No Emily is her own girl and follows her own rainbow like Peter Pan does to Wendy. She does not cowtell to anyone.
