Someone who is loud, obnoxious and confrontational; especially a woman.

Irish slang. Especially in Dublin.

-Have you asked Fiona to stop stealing your lunch?
-Not yet. I'm a little afraid of her. She's an awful targer.

An old Dublin tradition - no longer observed - where a bride or groom, upon leaving for the church on their wedding day, would throw lots of loose change for local children to gather.
