Water that comes back up out of a drain, mainly by a plunger.

I plunged the shit out of the bathtub drain and when I stopped fuckin plunger water came up and hit my face.

Water that comes from a tap or spicket and is nasty or unclean.

I had to get bottle water at work because duty water comes out of the sink.
