Combo of moron and retard, as in, so freaking stupid that you can't use four syllables to combine the two ideas when two will do.

The kid who set the Socal fire "on accident" is a moretard.

You tardstrong, boy! Or, in observing something totally stupid, in place of saying, "Wow, that's stupid" or "What the hell is he thinking?" you could say "Tardstrong" or "That's pretty damned tardstrong!"

When in response to something you see that is stupid, like blocking lanes of traffic during rush hour with pothole repair, instead of saying something like, "Who's the idiot who decided to work on the roads during rush hour?" you could simply say, "Now that's tardostrong."

strongtard

Noun, adj. Pretty damned stupid.

After seeing your buddy break a tooth trying to open a bottle of beer instead of saying something like, "Now that is pretty damned stupid!" You could say, "Strongtard!" or "You're a strongtard!" or almost in a congratulatory tone, as if you were saying "Cheers" or "To your health!" you could say "Strongtard!"
