Someone who tells long and intricate stories, not excluding any details even if they are completely unnecessary. A person with great insight to the human condition and all that goes with it, but takes equal amount of time to describe the quality of someone's shoelaces as their personality.

Doug was telling this really cool story about his trip to China at the party, but then he went full sultanpepper and described the weather in intricate detail.
