Where one guy bets another guy that her can't walk down a sidewalk ect. with his pecker hanging out and get away with it.
I bet you a hundred dollars you can't pull out your pecker and walk down that sidewalk and get away with it.

To the world war II generation it meant victory but to hippies and neohippies peace is victory.Known to make police and conservatives angry.
