Derogatory, usually discriminatory by confusion

Etym. "Bad race, social garbage"
1. Young delinquent.
2. Young french male of Arab origins wearing trademarked sportswear or classic wear or a mix of both.

I never go in this area, it's full of racaille.
So how can you say they are racaille in the first place?
