The act of looooooooosing a debate (and multiple elections) ON PURPOSE because that's how you prove you actually win debates (and multiple election).
Refuttal occurs commonly when someone is scared and wants to run away and knows they're going to lose. Again.

"And my stupid people, when I wanted to refute it, they said 'Sir, don't dignify it with a refuttal-'"
