A guy who is mostly a prep or a wannabe prep and thinks that hes everything and every girl wants him and he thinks hes so hot and cool but some people really find him as a jerk and he thinks hes too cool to talk to a non-popular person.

Matt: oh man all the girls want me i'm so awesome. I bet they all want to bang me.
other guy: ugh hes such a conceited guy.

In Mafia terms,a man who has close ties to organized crime, but is not an official member.

In the movie Donnie Brasco, Donnie was a connected guy in the Bonanno Crime Family, but not a made man.
