Black Banded 

A person usually girls who are not virgins, but have never had sex sober. They wear a single black band, or bracelet, on their upper right arm. Almost always some kind of an addict or user.

"Are you joking? Ive been black banded since I was 12"

A comment made about an African-American that is somehow related to their race and would be mundane/not worth mentioning were they white.

Sen. Joseph Biden (D-DE) made a blackhanded compliment about Sen. Barack Obama (D-IL), saying he is “the first mainstream African-American who is articulate and bright and clean and a nice-looking guy.”
