To be high on methamphine in a incoherent state of mind. Usually due to being up for days.

Roy was all skitzed out on that dope and would just stay locked in his room for days.

To be tweaking to a major degree. To be jacked up on caffiene or other stimulants. Possibly to a worrysome point.

How much coffee did that kid have? He was mad skizzed out.
