To take action or get going, when others are scared or timid, esp. in a military environment.

Osama bin Laden had plenty of warning and a bunch of guns in his room when Seal Team 6 came knocking, but he died without firing a shot. He should have rogered up.

Rogered Up 

A person in a job that has an overbearing sense of authority, and is completely out of line with the title or nature of the held position. The attitude of somebody that is 'all rogered up' is typically a constant provocative accusatory tone, accompanied by an embellished flex-pose stance. Somebody who is rogered up will look for any excuse to abuse his or her authority no matter the degree of infraction, and will use this authority to produce a self-inflated ego and feeling of importance that is not consistent with societal norms. These people usually have the 'high and tight' haircut.

person 1: Dude that mall cop just tackled that lady for putting her gum in the recycle bin
person 2: Yeah I don't know what his problem is, he seems pretty rogered up...
