A combination of the words, radgie and tragic.

A radgie being someone who resides in England and wheres a track suit and or rogue man outfit.

Besides explaining what a radgie is, I don't think I need to go in to much detail about tragic people, as I'm sure you'll have encountered this, unfortunately, very prominent species of human being.
