Security that lacks any real enforcement abilities (or capabilities) due to physical, mental, or other limitations. These individuals are indigenous to sporting events, malls, and college campuses. They tend to power trip, but their bark is worse than their bite.

All you have to do is picture Paul Blarth, Mall Cop. He is the epitome of pseucurity.
