A politically correct way of saying that the government is going to give tax-payer's money to religious groups so they can use it to persue their religious agenda.

'Faith-based initiative' sounds less threatening than 'religious school' and so is less likely to scare people. This phrase is increasingly being used in the US and the UK.
Tony Blair: I think faith-based schools will benefit our children.
Journalist: So you're saying that you want to let religious organisations educate our children so they can learn that evolution and creationism are equally valid?
Tony Blair: They will receive a balanced education.
Journalist: So it's okay for children to be taught to doubt evolution and consider the earth to have been created within the last 10,000 years by a god? All this at the tax-payer's expense.
Tony Blair: Next question please.

faith based programming

Faith based programming is what happens when a programmer isn't smart or capable enough of writing good code that they pray whatever they did actually works. In early years, programmers would put a lot of debug statements, no-op loops, etc in code that somehow created the magic timing for it to work.
Programmer 1: Did you ever fix that bug we talked about yesterday?

Programmer 2: Ya, well sort of. I just added a few debug statements and it went away

Programmer 1: Oh, I get it, you are doing a little Faith Based Programming?

Programmer 2: Yep, even though I can't see it, I believe the problem has somehow gone away...

An underfunded or unfunded initiative or program set forth by the current bush administration where the recipients would be better off praying for results than to expect them to come from the program.
The bush administration announced their new faith-based initiative, a health insurance program - where participants are to pray to God they don't get sick.
