You can also call it a man who is unorganised, but has the audacity to call others the fault of his fall.

A: "Hey man, Can you tell me why you decided to not ask me for permission to change my backyard into a nuclear bomb testing side?"

B: "Oh, Well I'm sorry for doing that, I just didn't know."
