An employee who shuffles around either within their department or between different departments, with files in hand, appearing to have purpose but not really getting anything done at all. Originates from the footwear worn by people in health care settings and the frustration felt by onlookers.

"The onlookers in the waiting room watched the croc-shuffler walking up and down the corridor, looking aimless and not actually getting anything done."
