Touched in the head means someone who acts a little slow, behind the eight ball, not understanding common sense things. This can be a one time episode or repeated episodes.

I think Phil is touched in the head today. He doesn’t seems a little slow and behind the eight ball to what’s going today.

Touch Poker

A form of poker...with added benefits. Rewards are set prior to the game. Like strip poker, no money is involved...but unlike strip poker, no clothing is removed. Instead, a player's losses are paid for by touch often while blindfolded. The person with the best hand gets to touch one of the people playing, anywhere. The only catch: no clothing is removed.
